Bekim Sali: The Law on Adequate and Equitable Representation is a Systemic Solution for Strengthening Equality and the Multiethnic Character of the State

The First Deputy Prime Minister and Minister for European Affairs, Bekim Sali, participated in the 68th session of the Parliamentary Committee on Political System and Inter-Community Relations, where the Draft Law on Adequate and Equitable Representation was considered in its first reading.

During the discussion, it was emphasized that the principle of adequate and equitable representation is a constitutional value stemming from the Ohrid Framework Agreement and represents one of the fundamental pillars of the multiethnic character of the state.

For the first time, this law regulates the matter in a comprehensive and systematic manner, elevating adequate and equitable representation to the level of statutory law. This solution establishes a clear institutional framework based on reliable data, the actual needs of institutions, and effective monitoring mechanisms.

The draft law provides that adequate and equitable representation shall become a legal obligation for public institutions, ensuring equal treatment for all communities and guaranteeing respect for the principles of equality, inclusiveness, and equal opportunities.

Furthermore, the law introduces mechanisms for monitoring its implementation, safeguarding the right to free self-identification, and preventing abuses, with the aim of strengthening public trust in institutions and advancing social cohesion.

The Government remains committed to building professional, efficient, and inclusive institutions in line with constitutional values and European standards.
