Translation process

In carrying out its main objective, the Sector for the Preparation of the National Version of the EU Acquis has established methods, standards and procedures in the process of translating EU legal acts, legal acts of the Republic of North Macedonia and other documents of importance for the European integration process of the Republic of North Macedonia.

 

The Sector practices an established methodology for work through appropriate manuals and instructions for the process of preparing the national version of the acquis and for translating national legislation into one of the official languages ​​of the EU, and performs the above-mentioned functions in accordance with the Guidelines for the Translation of Legal Acts and Other Documents by the Secretariat for European Affairs - Sector for the Preparation of the National Version of the EU Acquis.

 

In order for the Sector to respond to the needs of the process in the future and for the smooth running of the process of transposing EU law into national legislation, in August 2019, a Decision was adopted to initiate a public procurement procedure for Services for the Preparation of the National Version of the EU Acquis. For the period 2021, the Government of the Republic of North Macedonia has allocated funds in the amount of 16,343,153.00 denars (excluding VAT). Following the successfully implemented public procurement, on 22.1.2021, the Deputy Prime Minister in charge of European Affairs, Mr. Nikola Dimitrov, signed a Framework Agreement with 15 translation agencies. This undertaking involves more than 100 translators/language revisers and proofreaders, who will work on the translation, language revision and proofreading of EU legal acts.

 

Procedure for requesting a translation of European Union legal acts

 

Applicant

 

  • official in the Government of the Republic of North Macedonia or his deputy or head of the official's cabinet;
  • official of another state body or managerial employee;
  • state secretary;
  • state advisor;
  • head of the NPAA Working Group;
  • a responsible person responsible for submitting the latest version of the negotiating position to the negotiating team; or
  • a director or deputy director of another state administration body.

 

The SEA, i.e. the head of the Sector for the Preparation of the National Version of the EU Acquis, proceeds with the planning of the translation only if the request relates to: • legal acts of the European Union • secondary legislation of the European Union: regulations, directives, decisions, recommendations and opinions • legal acts of the Republic of North Macedonia • documents of importance for the European integration process • The Translation and Coordination Department of the Translation Process is responsible for the translation of the acts and documents • The Revision and Terminology Department is responsible for the linguistic revision of the translations of the acts and documents

 

The prepared letter with a response to the translation request is sent to the applicant in written or electronic form.

 

The workflow in terms of the translation of legal acts of the European Union

  • Planning, organization and distribution of translation packages to economic operators.

 

Economic operators

 

  • Translation of legal acts of the European Union and other documents from English, French, German or Italian into Macedonian.
  • Linguistic revision of the translation into Macedonian.
  • Proofreading of the translated text by an authorized proofreader in accordance with the Manual for the Translation of EU Legal Acts and the Manual for Nomotechnical Rules.
  • Sending of the finished package.

  • Internal quality control of received material and verification of the translation.
