"information holders" are the state authorities, other institutions and institutions established by law, the bodies of the municipalities, the City of Skopje and the municipalities in the City of Skopje, public institutions and services, public enterprises and legal and natural persons exercising public powers and activities of public interest established by law;
"public information" is information in any form created and held by the holder of the information, i.e. held only by the holder of the information, in accordance with his or her competences (hereinafter referred to as: information);
"requester of information" is any legal or natural person without discrimination on any grounds, in a manner and under the conditions determined by this and other laws (hereinafter referred to as: requester) and
"document" is any record of information regardless of its physical form or characteristics, written or printed text, maps, diagrams, photographs, images, drawings, sketches, working materials, as well as sound, voice, magnetic or electronic, optical or video recordings in any form, as well as portable equipment for automatic data processing with built-in or portable memories for storing data in digital form.
Duties of information holders
List of information - information holders are obliged to regularly maintain and update the list of information they have and to publish it in a manner accessible to the public.
Mediation of information - Article 10 covers all information about which the holder is obliged to inform the public.
This section also covers those technical aspects, in terms of the fact that responsible persons at holders of public information are obliged to provide premises for insight into the requested information.
Officials are obliged to provide assistance in requesting information.
Each holder of information shall designate one or more officials for mediation in the exercise of the right to free access to information. The holder of information shall be obliged to provide information to the public about the official person for mediation with information.
The official person for mediation with information shall contact the applicant, provide the necessary information and assist the applicant for information, for which he shall keep separate records of the receipt of requests for information, the storage and provision of information.
Several holders of information may jointly designate one or more officials for mediation in the exercise of the right to free access to information.
