MEP Murtezani: "In a world of growing uncertainty, the European Union has a responsibility to act not through indecision, but through strategic vision"

The Minister for European Affairs, Orhan Murtezani, addressed the 23rd meeting of the EU-North Macedonia Joint Parliamentary Committee today in the Parliament of the Republic of North Macedonia. Murtezani stressed that for more than two decades, this Joint Parliamentary Committee has been a pillar of the partnership, guiding our dialogue and ensuring that North Macedonia’s European integration remains a strategic priority.

“Europe is at a crossroads. In a world of growing uncertainty, the European Union has a responsibility to act not through indecision, but through strategic vision. The enlargement process cannot remain a secondary issue when in fact it represents a key geopolitical necessity. The Western Balkans are not a separate entity; rather, they are an inseparable part of Europe’s future. A stable, democratic and integrated region strengthens the European project and enhances the security, economic prosperity and global competitiveness of the entire continent.” – said MEP Murtezani.

Dear Members of the European Parliament, esteemed colleagues, dear friends,

There are moments in history when the path of a nation is shaped not only by its own determination, but also by the choice of its partners. Today, we find ourselves at such a moment. Not only for North Macedonia, but also for Europe as a whole. The question that arises is not whether we are on the same side. That has been decided long ago. The question is whether we have the vision and courage to translate this common future into the present.

For more than two decades, this Joint Parliamentary Committee has been a pillar of the partnership, guiding our dialogue and ensuring that North Macedonia’s European integration remains a strategic priority. Today, as we discuss the key aspects of our accession process: the rule of law, fundamental rights, good governance, economic resilience, regional cooperation, connectivity and security; we must acknowledge that these are not just reforms, but investments in a stronger and more united Europe.

Europe is at a crossroads. In a world of growing uncertainty, the European Union has a responsibility to act not through indecision but through strategic vision. The enlargement process cannot remain a secondary issue when it is in fact a key geopolitical imperative. The Western Balkans are not a separate entity; rather, they are an inseparable part of Europe’s future. A stable, democratic and integrated region strengthens the European project and enhances the security, economic prosperity and global competitiveness of the entire continent. Geopolitical developments in recent years, including the Russian invasion of Ukraine and broader global changes, have only reinforced the urgency of enlargement as a strategic imperative for the EU.

Over the past years, North Macedonia has taken key steps towards its European integration, strengthening judicial independence, advancing anti-corruption efforts and aligning public finances with EU standards, largely as a result of the continued implementation of the Stabilisation and Association Agreement. We have also invested €1.3 billion in 22 infrastructure projects to improve connectivity and energy efficiency, while supporting media freedom and transparency. In addition, we have completed the screening process and received the Reports for Cluster 1 – Fundamental Values, as well as for Clusters 2, 3, 4 and 6, with Cluster 5 expected soon. Furthermore, our involvement in the EU Rule of Law Mechanism reinforces our reform efforts. The next key step is the gradual inclusion of candidate countries in the European Semester and the EU Economic Governance System, which will further strengthen our reforms within the EU.

The Growth Plan for the Western Balkans and our Reform Agenda for 2024-2027 demonstrate our commitment to further reforms and integration. This is confirmed by the 2024 Country Progress Report of the European Commission, published on 30 October 2024, which provides an objective assessment of our progress, while highlighting areas where further engagement is needed.

The Reform Agenda for 2024-2027, together with the Growth Plan for the Western Balkans, demonstrates our commitment to further reforms and integration. The upcoming Western Balkans Leaders’ Summit, which will take place in Skopje in the second half of March, will result in a key step towards enhancing regional cooperation and ensuring that our citizens experience the benefits of EU integration ahead of full membership.

The Joint Parliamentary Committee between the Republic of North Macedonia and the European Union is instrumental in supporting these reforms, supporting continued progress and improving the overall quality of our integration efforts. These reforms are not only in line with the cost with the expectations of the EU, but also lead to concrete improvements for our citizens. Our EU integration process continues and we recognize the importance of cooperation with our partners in the European Parliament, who have a significant role to play in shaping the future of the region. Together, we need to work to ensure that the enlargement process remains a priority, that progress is recognized and that doors are opened when the conditions are met.

North Macedonia is ready to contribute to the European Union, not only as a member, but also as an active participant in strengthening the Union itself. Our place in Europe is not a distant goal, but a reality that we are building every day.

Let us seize this moment, united in our shared commitment to a stronger Europe. Let us work together to complete this integration process and ensure that our common future is based on cooperation, vision and trust.
