Component 1 - Transition Assistance and Capacity Building
EU assistance through this component is actually assistance for building the capacities of institutions and support for fulfilling the criteria related to the adoption of EU legislation. It is also a fund that will cover measures from components 3, 4 and 5, and at the same time, this component supports the participation of the Republic of Macedonia in community programs and agencies.
Until 2011, financial assistance from this component will cover the following main areas of intervention:
- Good governance and the rule of law;
- Economic development and social cohesion;
- Ability to assume the obligations of EU membership;
- Support for the preparation of programs and participation in community programs.
Within the first area / good governance and the rule of law, public administration reforms are supported, support for the decentralization process, implementation of the SAA commitments, equal representation in accordance with the Ohrid Framework Agreement.
The component also supports police reform in the implementation of the national police reform strategy, the fight against drugs, corruption, continuous management in the area of migration, asylum and visa regime and the full implementation of the integrated border management strategy. At the same time, Component 1 supports the areas of financial management and control, the process of decentralised management of EU funds and the creation of a genuine partnership between the administration and civil society.
The second area of economic development and social cohesion will support the completion of land and real estate registration reforms, the strengthening of the cadastre, the control and supervision of financial markets and the improvement of administrative capacities in the area of fiscal policy (at local and central levels). At the same time, support will be provided for the network IT connection with the tax systems in the EU, the creation of a comprehensive trade policy of the Republic of Macedonia, the improvement of the regulatory framework for trade and capacity building in the area of regional policy for the implementation of national and regional development plans.
Finally, in terms of assuming the obligations of future EU membership, the component will support the areas of internal market and competitiveness, information society, statistics, consumer and health protection, environmental protection and customs administration.
For the period 2011-2013, financial assistance from this component was reduced to intervention by sectors:
- Public administration reforms;
- Justice, home affairs and human rights;
- Private sector development;
- Agriculture and rural development;
- Transport;
- Environment;
- Social development.
