Chapter 3.31 External security and defense policy is based on the need to strengthen the EU's ability to act in conflict prevention and crisis management through the development of civilian and military skills. Additionally, in order to influence politicians who violate international law or human rights, or politicians who contribute to disrespecting the rule of law or democratic principles, the EU has developed diplomatic-economic sanctions in this area.
