Chapter 3.23 Judiciary and fundamental rights covers the areas of justice, anti-corruption policy and fundamental rights.

As regards justice, the policies of the European Union aim to ensure the quality of justice and access to justice for citizens. The focus of the judicial reform is to ensure the independence, professionalism and impartiality of the judiciary. As concerns the anti-corruption policy, European Union policies aim to ensure the prevention and repression of corruption at all levels.

The European principles of fundamental rights are set out in the Charter of Fundamental Rights, which is legally binding on Member States upon the entry into force of the Lisbon Treaty. In this area, the EU focuses on combating discrimination, racism and xenophobia, freedom of expression, protection of personal data and the protection of vulnerable groups, such as children, women, and minorities.
