Chapter 3.31 Foreign security and defence policy is based on the need to strengthen the EU 's ability to act towards conflict prevention and crisis management through the development of civilian and military skills. To influence policies that violate international law or human rights, or policies that contribute to disrespecting the rule of law or the democratic principles, the EU has additionally developed diplomatic-economic sanctions in this field.
