NEGOTIATING CHAPTER
The areas of Chapter 3.11 Agriculture and rural development cover the largest portion of the EU acquis. EU agricultural policies are aimed at providing enough food for all EU citizens. Rural development policies are aimed at ensuring the development of rural areas, as well as providing conditions for development, modernisation and increase of food production. These policies are implemented through the Common Agricultural Policy (CAP) of the European Union. Due to the importance of the areas it covers, this policy is created and implemented by the European Commission, not by individual Member States. Programs envisaged in the CAP are financed by the joint EU budget.
