Project Registration in CDAD
The Central Donor Assistance Database enables registration of projects which are financed with irreversible funds by foreign donors. For this type of projects there is a procedure for exemption from payment of customs and other duties, excise tax and value added tax (VAT).
The procedure is pursued by the entities responsible for implementation of projects financed with irreversible funds by foreign donors, for which the Government of the Republic of Macedonia and the foreign donors have singed agreements containing a clause that the donations can not be used for payment of public fees in the Republic of Macedonia.
In order to start the procedure for exemption from payment of customs, value added tax and other charges for the official needs of the project (find details in the Guidelines issued by the Ministry of Finance), the project has to be registered in the Secretariat for European Affairs – Government of the Republic of Macedonia.
Procedure for project registration in the Secretariat for European Affairs – Sector for coordination of EU funds and other foreign assistance and in the Central Donor Assistance Database (CDAD)
The entities responsible for implementation of projects should submit the following documentation to the Secretariat for European Affairs:
1. Request for project registration in the CDAD – filled-in, signed and with the official seal of the project implementer (download the Request);
2. Copy of the agreement concluded between the implementing agency and the foreign donor or its authorized representative;
3. Copy of the project documentation including budget breakdown.
“The documentation should be sent via post office or delivered personally at the Archive of the Secretariat for European Affairs. The Certificate for project registration will be issued in 10 working days upon the receipt of the request with the relevant documentation”.
The entities responsible for project implementation are obliged to inform the Secretariat for European Affairs regarding every change of information with respect to the project.

For the purposes of exemption from payment of customs and other duties, excise and VAT, the project implementers should obtain tax identification number for the project from the Public Revenue Office – Regional Office in Skopje.
When importing goods during the implementation of the projects, in order to obtain a certificate for exemption from payment of customs and other duties, the project implementer should submit a request to the Ministry of Finance, enclosing the following documents:
- Invoice or pro-forma invoice from the foreign supplier or a purchase contract (or other relevant commercial contract);
- Copy of the certificate for project registration issued by the Secretariat for European Affairs – Government of the Republic of Macedonia;
- Copy of the contract concluded between the project implementer and the foreign donor or its authorized representative (to be submitted only with the first request).
