The mid-term evaluation (MTE) of current EU external financing instruments - the Neighbourhood, Development and International Cooperation Instrument - Global Europe (NDICI-Global Europe), the Instrument for Pre-Accession Assistance (IPA III), the Decision on the Overseas Association, including Greenland (DOAG) and the European Instrument for International Nuclear Safety Cooperation (INSC) has been launched and is scheduled to lead to the adoption early 2024 of a Commission report.
The evaluation will assess the impact of the instruments, as well as their internal and external coherence and the continued relevance of their objectives. For NDICI-Global Europe, it will also look into the added-value of streamlining previously separate instruments into one broad instrument. It also includes a final evaluation of external financing instruments of the multiannual financial framework 2014-2020 and of the 11th European Development Fund.
As part of this evaluation, a public consultation has been launched to gather the views and experience of all relevant stakeholders. It is taking place through the Have your Say platform from 31 March until 23 June and is available on EU Survey with a set of eight general questions and twelve expert questions. They are available in English, French, German, Portuguese and Spanish, and answers can be submitted in all official EU languages. A document can also be up-loaded for respondents willing to further elaborate on their replies.
